I have the honour to transmit for

your consideration the enclosed memorial of Mr. Frank

Browne, the Government Analyst of this Colony.

For all practical purposes Mr.

Analyst

Browne has been the Government Analýst since his arrival

in Hongkong in 1893, and I am informed by the Acting

Principal Civil Medical Officer that in analytical work

* knowledge of local conditions, such as can be acquired

only by time and experience, makes the services of the

Official who holds this appointment yearly of greater

value to the Government.

The reason why an Assistant Analyst

has been appointed in Hongkong is the fact that, in ad-

dition to purely analytical work (which is all that is

required from the Analyst at Singapore) there is in this

Colony a large hospital dispensary, which has to be

supervised by one or other of the Analysts, who has also

to control the supply of necessary stores.
